Eliminating all users’ ability to permanently delete -ALL folders/items.
Is there a way to globally remove all of our users ability to permanently delete items from their mail boxes. Our environment is Exchange 2003 sp2running on Windows 2003 sp2 in a 2003 AD (Native) and most clients are Outlook 2003 -some are 2000. We run mailbox cleaning on our exchange server and would like to remove our end users' ability to, prematurely, permanently delete items out of their mailboxes, for tracking purposes.

I think of the above ITpro article as a great solution to a single problematic user, but as a more global option: click the Limits tab of the mailbox store select the option: "Do not permanently delete mailboxes and items until the store has been backed up" ref: http://technet.microsoft.com/en-us/library/bb124611.aspx
